Public bodies new statutory duty to promote racial equality is fully operational from May 31 2002.

The new duty is both an opportunity and a challenge for Britain's public sector. The drive to improve performance, openess and accountability is rapidly changing the way public authorities work. the new duty now adds the need for fairness.
